6:00 PM Call to Order (If the meeting is being videotaped, announce that fact. If remote participation will occur, announce member & reason, & need for roll call voting)

Old Business

  • Review of Minutes from 2/10/25, 4/7/25, 5/20/25, 6/16/25, 7/28/25
  • Fats, Oils, & Grease
    • Board of Health held public hearing & adopted FOG regulations on 8/12/25. Regs are effective immediately, with 1 year for existing food service establishments to fully comply
    • Fall issue of Gill Newsletter may have blurb & graphic on FOG (septic & sewer) if space allows
    • Review examples of FOG notices/flyers as future bill inserts

New Business

  • Enforcement Order to Cielito Lindo, LLC re Sewer Use Regulations, Article IV, Section 8 (Use of the Public Sewers / Grease, Oil, Sand Interceptors) – suggested at 7/28/25 Sewer Commission meeting that “significant progress be shown within 3 months of the order.”
  • Amendments to Sewer Use Regulations
    • Article II (Definitions), Sec. 52 Sewer Commission.
      Change FROM: “The Board of Selectmen of the Town of Gill, or their duly authorized deputy, agent, or representative.”

      TO: “Collectively, the Board of Selectmen of the Town of Gill and the two Sewer Commissioners appointed by the Board of Selectmen, or their duly authorized deputy, agent, or representative.”
    • Article IV (Use of the Public Sewers), Sec. 6 Violation of General or Specific Discharge Prohibitions.
      Change first sentence FROM: “If any waters or wastes are discharged that contain the substances or possess the characteristics enumerated in Sections 3 or 4 of this Article the Sewer Commission may:”

      TO: “If any waters or wastes are discharged that contain the substances or possess the characteristics enumerated in Sections 3 or 4 or 5 of this Article the Sewer Commission may:”

      Sub-paragraphs a) through e) remain unchanged.
    • Article IV (Use of the Public Sewers), Sec. 8 Grease, Oil and Sand Interceptors.
      Current text: “Grease, oil, and sand interceptors shall be provided by the User when, in the opinion of the Sewer Commission, they are necessary for the proper handling of liquid wastes containing grease in excessive amounts, or any flammable wastes, sand, or other harmful ingredients; interceptors shall not be required for private living quarters or dwelling units. All interceptors shall be of a type and capacity approved by the Sewer Commission and shall be located as to be readily and easily accessible for cleaning and inspection.”

      Add NEW last sentence: “Food Service Establishments shall comply with all applicable Board of Health regulations, including the Regulations for Fats, Oils, and Grease Management.”
    • Article IX (Billing Practice), Sec. 4 Homes Not on Town Water Supply.
      Change FROM: Sec. 4. Homes Not on Town Water Supply. Homes that are connected to the public sewer system, but not to the public water system, shall have a sewer meter installed to determine sewer usage. The homeowner shall purchase said meter from the water commissioners, have it installed by a licensed plumber, and have the installation inspected by the water commissioners.

      TO: Sec. 4. Homes Not Connected to Riverside Water District. Homes that are connected to the public sewer system, but not to the Riverside Water District public water supply, shall have a water meter installed to determine sewer usage. The homeowner shall purchase or otherwise obtain said meter from the Water Commissioners, have it installed by a licensed plumber, and have the installation inspected by the Water Commissioners.
  • Sewer Abatements
    • Cathleen Demars, 10 Walnut St, $131.87 for metered water used to fill swimming pool
    • Karen Timberlake, 28 French King Hwy, $46.54 for metered water used to fill swimming pool
  • Rate Increase notice from Montague - from $18.00 to $18.50 per 1,000 gallons effective 7/1/25
  • Updated quote from RH White for 4" Krohne Flow Meter - $26,425
  • Schedule next meeting (Monday, September 22nd?)
  • Other business as may arise after the agenda has been posted.
