MODEL BYLAWS
DOER is developing Model Bylaws for Solar Photovoltaic Systems and Battery Energy Storage Systems (BESS), as well as for the consolidated permitting process.

The final drafts of these documents were uploaded on July 1, 2026.
The Consolidated Local Permit Application will soon be uploaded into the new permitting portal being developed by DOER and EFSB. Until then, Applicants may use this digital version.
